Somewhere in the Judean Desert there is the Super Agency of Israel which protects the country from great dangers. But they didn't have any superheroes so they invented an atomic rod which gave its possessor amazing powers. As they were about to plant the rod into the 18th man, Shin-18, there was a big explosion and all his body became full of radioactive energy, And so Dan Bar-On, the ex-Israeli army captain, became Super-agent Shin18 known to the world as Sabraman, the Israeli superhero with the faith of Abraham and astonishing powers to fight crime and evil.

One day, as Dan and his wife are enjoying a social gathering, Dan feels a sharp pain and gets a message asking if he ready for an atomic transformation and he at once agrees and becomes Super-agent Shin 18 - Sabraman. He defies gravity and flies over the Judean Desert to the Super Agency, and the boss tells him that they really need him to fight Hyperman and get back the highly secret files stolen from them by Hyperman. Using his radioactive powers Sabraman defeats Hyperman and brings back the secret files to the Super Agency Boss and learns that in the files there was a plan for a machine to take over the human mind.

This is just the first of thrilling adventures of Sabraman in this historic first issue in which he is repeatedly called upon to use his radioactive superhero powers to emerge victorious against deadly and very powerful enemies.
